When is an affordable, yet safe place near Seattle to live?

I I'm seriously considering the move to the Seattle area in the future, and I want to hear from some areas recommended to buy a house (or similar). I would like to find something around $ 200k ($ 215K would be the maximum). I work outside my home, so travel is not a problem. I wish I had access to decent shopping (Ie, grocery stores, Target, etc.) for day to day shopping, but you can get to Seattle within a reasonable time, if you need something more. I've visited Bellevue (Very nice, but it seems expensive), Bremerton (near the port is good), Silverdale (seems to provide the perfect combination - near the ferry to Seattle and has great shopping day to day), and of course Seattle. I have a young son, so schools are important. We would be fine with living in a residential building complex ( example, the condo towers) because I realize that some land can be expensive.
